Victor Rasuk was born on 15th January 1984 in New York City, to Dominican parents. His father worked at an auto shop while his mother was a seamstress. When he was younger, Victor found "getting the girl" anything but easy. He admitted,
I was a lot shorter and skinnier than I am now.

I didn’t grow up rich so what I ate all the time was Ramen noodles, so I didn’t put on much weight.
Rasuk, to his credit, was reluctant to give up and eventually learned some skills from the older guys in the neighborhood, who always knew what to say or how to impress the girl to win her over. As an eager learner, he used to listen to these guys and "always remember the lines that they used to spit to the girls."
As for his ideal woman, the actor revealed she does not need to be an actress, but he carries a fondness for someone "artistic." In fact, he is affectionate towards someone who is worldly and likes to travel.
The Baker and the Beauty star explained his ideal girlfriend doesn't need to be Latina since he's dated all of them; White, Asian, Latin, and Black. However, he finds Latinas extra special since that's who he is and relates to them the most.

Victor Rasuk made his acting debut with an uncredited role in a comedy-drama film Flawless (1999). Three years later, the actor received his breakthrough with the role of Victor Vargas in a comedy-drama movie Raising Victor Vargas (2002), for which he got nominated for an Independent Spirit Award.
In 2005, Rasuk portrayed the character of Tony Alva in a biographical drama film Lords of Dogtown, subsequently landing a nomination for Teen Choice Award. Earlier during the preparation for the film, the actor fractured an orbital bone while skateboarding. Three years later, he had a recurring role as Dr. Ryan Sanchez for six episodes in a medical drama ER (2008-09).
